Motion blur is a displacement question. A longer shutter, faster image movement, longer focal length, and smaller pixels can all make the same motion span more of the final image. The number is most useful as a starting point for an intentional test, because subject path, panning, stabilization, focus, processing, and delivery size still shape what looks acceptable.
With a 100mm lens, a stated 10-degree-per-second angular motion, 1/250 second, and 4-micrometre pixels, the small-angle approximation gives a starting pixel displacement. Halving shutter time halves the result. That does not tell you whether the frame looks "sharp"; it shows why a faster shutter or shorter focal length may be necessary when you want to reduce visible movement.
