A missed critical frame can come from two different problems: the focus depth did not cover the important subject, or the subject moved during the capture. More burst frames can create more opportunity, but they do not repair a missing depth margin or an unsuitable shutter. This planner keeps those constraints separate so the next test is clear.

If movement is declared high and only one frame is possible, run a shutter test before the assignment.
